The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

Overview of the Branch and Section:

The Corporate and Case Systems Branch, within the Home Affairs ICT Division, is responsible for:

  • Designing and developing innovative solutions to support the business using SAP (HR and Finance), Microsoft products for online channels and various technologies to develop and enhance our Case Management Systems.
  • Developing standards, patterns and frameworks that support the provision of a number of enterprise functions such as User Experience, IT Capacity management and performance testing, as well as setting the standards for our online channels and case management systems.

The Case & Incident Management Systems Section (CIMS) is responsible for Enterprise Case and Incident Management. This includes Enterprise Case Management (based on the Siebel Platform), Enforcement Case management and Enterprise Incident Management (based on the Noggin platform). CIMS is undertaking a major program of work covering investment in existing enterprise platforms and the remediation, sustainment, replacement and decommission of legacy systems.

About the role:

This role has lead responsibilities for planning and implementation of reporting capabilities, including supervisory responsibilities for an APS6 reporting specialist position.  In addition, the role undertakes analysis, design and implementation of Extract, Transform, Load (ETL) and database management and integration.

The Senior Data Analyst/ETL Developer is responsible for establishing and maintaining effective and professional stakeholder relationships with other technical and reporting areas including contributing to Technical Standards and Service Agreements.

Specific duties/responsibilities:

  • Case Management Systems BO reports and ETL management
  • Developing appropriate solutions (design and code) and related technical documentation
  • Analysis and development of the Regulatory Management System ( RMS)  operational reports
  • Development of SSRS operational reports
  • Deliver adhoc reporting requests
  • Problem diagnosis and resolution of complex ETL issues
  • Provide input to end-user guidance materials
  • Provide input to monthly Transport Security Operations (TSO) governance forums, with key responsibility for the RMS reporting update
  • Support the ongoing data remediation initiative of existing TSO RMS solution, and identify areas for continuous improvement
  • Provide expert guidance on data migration activities as they relate to TSO Program and project implementation
  • Provide advice and support to multiple stakeholders including business and information technology areas
  • Mentoring and transferring skills to Home Affairs staff of both technical and corporate knowledge.

Specified personnel will be required to provide the following documentation in line with project release timeframes:

  • Technical Designs
  • Unit Testing
  • Technical Verification Documents
  • Entity relationship diagrams
  • Business Objects mapping document
  • Data Migration/Conversion Specifications
  • Reporting Specifications

Role requirements/qualifications:

  • Tertiary qualifications in Computer Science, Information Technology or a related discipline with preferably 5 years previous experience working as a Data Analyst
  • Demonstrated ability to work with IT teams, management and/or data scientists to determine organizational goals
  • Experience with mining data from primary and secondary sources
  • Ability to clean and prune data to discard irrelevant information
  • Experience with analyzing and interpreting results using standard statistical tools and techniques
  • Ability to pinpoint trends, correlations and patterns in complicated data sets
  • Ability to triage code problems and data-related issues as well as identifying new opportunities for process improvement
  • Ability to provide concise data reports and clear data visualizations for management;
  • High level oral, written and interpersonal communication skills.

      • DB2 or Oracle;
      • SQL Server.

  2. Experience in SQL
    • Coding
    • Performance turning SQL batch jobs in high volume extracts
    • Data cleansing and transformation using SQL.
  3. Ability to understand and interpret Siebel data model design using Siebel Tools;

     4.  Ability to translate Siebel data models into ETL designs.

Candidates who progress to the next stage will be invited to complete a work sample test, followed by an interview.
