The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

Overview of the Branch and Section:

The Corporate and Case Systems Branch, within the Home Affairs ICT Division, is responsible for:

  • Designing and developing innovative solutions to support the business using SAP (HR and Finance), Microsoft products for online channels and various technologies to develop and enhance our Case Management Systems
  • Developing standards, patterns and frameworks that support the provision of a number of enterprise functions such as User Experience, IT Capacity management and performance testing, as well as setting the standards for our online channels and case management systems.

The ICT Capacity and Performance Management (ICTCaPM) section provides enterprise-wide functions and services that improve the organisation's capabilities though ICT capacity and performance management. The section aims to:

  • Contribute to the continuous quality improvement of ICT applications and business processes
  • Help application developers and projects deliver systems that meet both functional and non-functional requirements
  • Help the Department make capacity and performance decisions by providing stakeholders with timely, accurate and detailed information about ICT systems and components.

About the role:

The Senior Performance Analyst will be part of a medium-sized team and report to the Performance Manager, ICT Capacity and Performance Management. The position is responsible for being able to be deployed to a wide range of projects and programs, and undertaking the analysis and execution required to effectively understand and convey performance risks, recommend appropriate mitigations, and execute performance testing.

The role requires a strong understanding of performance testing tools, techniques, and methodologies. They will be part of delivering performance risk mitigation projects and programs across the Department. Excellent written and verbal communication skills are required, as well as an ability to work collaboratively with a range of internal and external stakeholders.

Specific duties/responsibilities:

  • Analysing project risk, creating detailed test plans including application simulation models and test run schedules and preparing, developing and executing test scripts and scenarios
  • Undertaking detailed performance analysis in a multi-technology, multi-platform environment
  • Reviewing, assessing and communicating results and risks
  • Producing appropriate documentation, test reporting and analysing application performance within project timeframes
  • Provide effective training to junior staff that helps them undertake performance testing and analysis, using a combination of demonstrations and support documentation.

Role requirements/qualifications:


  • Demonstrated experience (4+ years preferred) in performance testing tools, including:
    • HP Performance Center/Loadrunner
    • Micro Focus ALM
    • NeoLoad
  • Demonstrated Script Development experience in any of the following protocols:
    • Web (HTTP/HTML), Web Services
    • Siebel
    • Java
    • Mobile
  • Performance analysis and monitoring experience using different monitoring techniques and technologies
  • Familiarity with DevOps and Continuous Integration/Continuous Delivery (CI/CD)
  • Familiarity with different software development methodologies, including Waterfall, Agile, and hybrid methodologies
  • Demonstrated understanding of and/or experience with performance testing methodologies, the development of detailed test plans, and application simulation models
  • Demonstrated ability to communicate and co-ordinate with both technical and non-technical stakeholders
  • Demonstrated experience in training and knowledge transfer.

Preferred qualifications:

  • Certification in NeoLoad (desirable)
  • Certification in Micro Focus LoadRunner (desirable)
  • Experience in test automation scripting, preferably using Rest Assured and Selenium (desirable).

  • Be an Australian Citizen
  • Fulfil the Department’s minimum requirements by satisfactorily answering all screening questions during the application process
  • Obtain and maintain the required AGSVA clearance
  • Obtain and maintain a current Employment Suitability Clearance
  • Undergo a health assessment (where applicable).
