The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

Overview of the Branch and Section:

The Corporate and Case Systems Branch, within the Home Affairs ICT Division, is responsible for:

  • Designing and developing innovative solutions to support the business using SAP (HR and Finance), Microsoft products for online channels and various technologies to develop and enhance our Case Management Systems.
  • Developing standards, patterns and frameworks that support the provision of a number of enterprise functions such as User Experience, IT Capacity management and performance testing, as well as setting the standards for our online channels and case management systems.

The Corporate and Case Systems Delivery Management section provides branch level support for all aspects of project delivery. It is the entry point for dependency work across other ICT delivery branches and works collaboratively to facilitate the allocation and delivery of work packages coming in and out of the branch.

The team is responsible for developing the branch view of the forward work plan and is an escalation point for project managers in resolving delivery issues.

Corporate and Case Delivery Management provides general coordination of project reporting within the branch and is a contact point for PMO and business engagement.

About the role:

The Project Manager will develop and maintain strong relationships with an extensive range of stakeholders both internally and externally to the project, enabling negotiation and cooperation with stakeholders to ensure the best outcome for the project. The project manager undertakes complex work activities that cover technical, financial, people, stakeholders, procedural and governance issues and is required to undertake problem solving amongst competing priorities. The role is required to be able to identify and manage project risks and issues, escalating as required.

Project Managers will manage multiple internal resources assigned to the project/s, and if required, external service providers working onsite for the project through service engagements. It is expected that Project Managers are responsible for a number of projects concurrently.

The Agile Scrum Master position is required to facilitate the delivery of a product through daily scrum meetings, sprint planning, sprint demonstration/showcase and retrospective meetings. The Scrum master may be required to work across multiple delivery teams to assist them in achieving their goals.

You will have the ability to coach and mentor teams in agile methodologies and to help individuals and teams clarify goals and actions to achieve them.

Specific duties/responsibilities:

Scrum Master:

  • Arrange and facilitate daily scrum meetings with development and project teams through sprint planning
  • Responsible for managing the scrum process through coordination of teams in agile methodologies
  • Responsible for identifying and removing impediments for delivery teams
  • Risk and issue reporting to the project managers and director
  • Act as a liaison between product owners and delivery teams to ensure delivery of requirements.

Project Manager:

  • Manage projects from initiation through to transition into service and closure in accordance to departmental frameworks and governance processes for projects.
  • Identify, acquire and manage projects and staff within a matrix environment, providing effective direction and leadership to the team.
  • Undertake management of multiple projects at any one time funded as part of the Department’s capital investment program or through new policy proposals. Ensure projects are delivered on time, within budget, and are of high quality.
  • Demonstrate a strong working understanding of the Managing Successful Programs (MSP) and PRINCE2 frameworks, methodologies and their application across both waterfall and agile projects ensuring that realistic project metrics and processes are baselined and maintained including quality, change control, status reporting, communications, risks and issue, schedule, resource, scope, financial and procurement management. 
  • Prepare a range of written materials including briefs, program board submissions, technical and business focused reports, and organisational communications.

Role requirements/qualifications:

Scrum Master

  • 3+ years agile project delivery experience with medium to large government organisations preferred
  • A relevant Scrum Master Certification
  • Knowledge of agile methodology and frame works such as Scrum & Kanban
  • Excellent facilitation skills and experience coaching in agile
  • Knowledge of waterfall and agile delivery methods
  • Knowledge of continuous delivery.

Project Manager

  • 3+ years project management experience with medium to large government organisations delivering IT projects in complex/highly integrated ICT environments preferred
  • A relevant tertiary (or equivalent) qualification or industry certification such as Project Management Professional (PMP) or PRINCE2 Practitioner level.
  • Strong knowledge/familiarity with ICT release environments within the public sector.
  • Proven ability to engage with senior stakeholders and maintain relationships, particularly in relation to the provision of reports, identification of risks, issues and projects inter-dependencies.
  • Proven ability to build and maintain ICT and business stakeholder relationships within a challenging environment.
  • Proven ability to lead the development and implementation of strategies and plans for the improvement of project management and related services.
