The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

Overview of the Branch and Section:

The Corporate and Case Systems Branch, within the Home Affairs ICT Division, is responsible for:

  • Designing and developing innovative solutions to support the business using SAP (HR and Finance), Microsoft products for online channels and various technologies to develop and enhance our Case Management Systems.
  • Developing standards, patterns and frameworks that support the provision of a number of enterprise functions such as User Experience, IT Capacity management and performance testing, as well as setting the standards for our online channels and case management systems.

The Case & Incident Management Systems Section (CIMS) is responsible for Enterprise Case and Incident Management. This includes Enterprise Case Management (based on the Siebel Platform), Enforcement Case management and Enterprise Incident Management (based on the Noggin platform). CIMS is undertaking a major program of work covering investment in existing enterprise platforms and the remediation, sustainment, replacement and decommission of legacy systems.

About the role:

The Siebel Solutions Assurance Lead position carries responsibility for end-to-end technical designs and build, Siebel technical delivery standards and frameworks, as well as the Siebel technical product for both project delivery and support via Business as Usual (BAU). These responsibilities include providing technical guidance to the Siebel Development team.

The Siebel Solution Assurance role ensures consistent Siebel technical delivery is achieved using frameworks that make the product sustainable and scalable.  This role is key to ensuring the Siebel platform is able to support dynamic Case Management across a wide range of operational capabilities into the future.

Specific duties/responsibilities:

  • Creating and managing Siebel technical team structures
  • Reviewing end to end functional designs and technical designs
  • Monitoring and designing the system in conjunction with the wider enterprise (architecture)
  • Conducting solution design sessions with the BA team to ensure solutions are designed with consideration to performance and maintenance
  • Designing and enhancing frameworks to ensure that solutions are scalable
  • Coordinating technical designs across functional areas to ensure consistency and re-use of frameworks where applicable
  • Reviewing development including build quality, design consistency and development standards
  • Undertaking project delivery risk mitigation – including reallocation of work as priorities change, managing changes such as Project Work Requests and defect fixes
  • Monitoring the overall stability of the entire application. Looking for trends and patterns in the types of defects and taking subsequent actions, which could result in new frameworks, rewriting various implementations, recommendations for changes to older designs.

Role requirements/qualifications:

  • Extensive (preferably 10 years) experience delivering Siebel solutions
  • Knowledge of enterprise architecture patterns
  • Ability to prioritise tasks effectively and monitor the tasks of team members to meet project milestones
  • Ability to meet extremely tight deadlines in a dynamic environment
  • Background and deep understanding of complex configuration and development using the Siebel Application
  • Ability to communicate effectively with Business Analysts, Testers, Project Managers and Administration staff
  • Previous experience in an integrated system environment is highly desirable.
