The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

Overview of the Branch and Section:

The Corporate and Case Systems Branch, within the Home Affairs ICT Division, is responsible for:

  • Designing and developing innovative solutions to support the business using SAP (HR and Finance), Microsoft products for online channels and various technologies to develop and enhance our Case Management Systems.
  • Developing standards, patterns and frameworks that support the provision of a number of enterprise functions such as User Experience, IT Capacity management and performance testing, as well as setting the standards for our online channels and case management systems.

The Case & Incident Management Systems Section (CIMS) is responsible for Enterprise Case and Incident Management. This includes Enterprise Case Management (based on the Siebel Platform), Enforcement Case management and Enterprise Incident Management (based on the Noggin platform). CIMS is undertaking a major program of work covering investment in existing enterprise platforms and the remediation, sustainment, replacement and decommission of legacy systems.

About the role:

The Senior Siebel Administrator role is responsible for leading the sustainment and management of Siebel and other system technical environments.

This role is also responsible for liaison and technical collaboration with relevant ICT technical areas and external vendors to identify replicate and resolve issues. 

The role also has lead responsibility for overseeing the deployment of code for BAU and Project delivery and the management of the Cyber Security patching cycles.

Specific duties/responsibilities:

  • Manage servers for multiple applications for all the environments i.e. Development, Testing Environments and Production
  • Provide Production support for multiple applications for any issues related to environment or data
  • Providing support to Developers on a daily basis
  • Maintaining Reference Data in the Dev environment
  • Mentor and provide expert guidance to junior technical resources across the section
  • Migrating Repository and other reference data from Development environment to all the testing environments and production
  • Create or Deploy new components as and when required
  • Applying any fix / patches / upgrade provided by the vendor to all the lower environments and production for multiple applications
  • Ensuring production environment is running smoothly and there are no errors or performance issues
  • Keeping an eye on error logs / server logs in production to ensure issues are worked on and resolved as soon as they are noticed
  • Liaising with the Data Base Administrator (DBA) for database refresh activity and to ensure there are no performance issues on the Database which can effect Application
  • Providing On Call support for multiple applications
  • Managing multiple group mail boxes to provide support to business users for issues raised by them and replying back to their queries
  • Managing the IT Service Management queue for Siebel and the Regulatory Management System (RMS) application, analysing issues and providing resolution on a daily basis
  • Liaising with the Technical Lead, Developers and Business Analysts and providing them with the detailed analysis on the issues raised by business users and raising defects
  • Investigating any Integration issues and checking the XML messages and replaying them to complete the business process
  • Liaising with external Departments to raise any integration issues which are noticed or affecting data in our application
  • Liaising with External Stakeholders to raise issues / defects with them on a regular basis
  • Liaising with the Data Hub team for any integration related issues and to ensure data is in sync with other integrated systems
  • Running SQL queries to apply any data fixes or to run and data conversion job.

Role requirements/qualifications:

  • 5 years Siebel technical experience in large government organisations preferred
  • Ability to collaborate with technical stakeholders and vendors on complex ICT issues
  • Ability to work well within a team environment, including experience mentoring and developing junior technical staff
  • Previous experience in a highly integrated system environment
  • ICT degree or equivalent level of experience.

    6. Maintaining high application availability & performance monitoring and tuning.
    7. Migration of repository and reference data to test and production environments.
    8. Health checks which includes regularly checking status of servers & components.
    9. Checking status of JOBs/RCRs/ Tasks & Server Resources.

  2.  Ability to apply critical thinking to resolving complex technical issues

  3. Ability to demonstrate understanding of MQ and Clear Case;

  4.  Knowledge and experience working with SM9, Quality Centre and Service Manager.
