The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia's national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions.

The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General's Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet.

Overview of the Branch and Section:

The Corporate and Case Systems Branch, within the Home Affairs ICT Division, is responsible for:

  • Designing and developing innovative solutions to support the business using SAP (HR and Finance), Microsoft products for online channels and various technologies to develop and enhance our Case Management Systems
  • Developing standards, patterns and frameworks that support the provision of a number of enterprise functions such as User Experience, IT Capacity management and performance testing, as well as setting the standards for our online channels and case management systems.

The Case & Incident Management Systems Section (CIMS) is responsible for Enterprise Case and Incident Management. This includes Enterprise Case Management (based on the Siebel Platform), Enforcement Case management and Enterprise Incident Management (based on the Noggin platform). CIMS is undertaking a major program of work covering investment in existing enterprise platforms and the remediation, sustainment, replacement and decommission of legacy systems.

About the role:

The Senior Siebel Developer is responsible for technical analysis, design and solutions for Siebel projects, production defects and performance issues. This position works as part of a development team to deliver project development streams and contribute to resolution of defects and technical enhancements to the Siebel Platform.

The position also contributes to the delivery of technical enhancements and business benefits to a wide range of business areas using Case Management systems as their main ICT platforms.

Specific duties/responsibilities:

  • Configure functional changes to the Department’s portals on the Siebel platform for a targeted release in line with Department's priorities and business directions
  • Design and analyse the contents of the Siebel data model designing physical and logical data models
  • Manage a development stream of Siebel changes
  • Analyse the functional specifications and discuss with Business Analysts (BAs) and testers to clarify design approach and business requirements
  • Build prototypes for upcoming projects and work with BAs to build screenshots which help them to write functional specifications
  • Gather views from BAs and other developers on design and framework and contribute to obtain outcomes
  • Attend project workshops/ meetings on projects for an end to end system overview
  • Provide feedback on business requirements and technical implementation
  • Develop complex business rules
  • Analyse complex SQL queries and data logs to improve systems performance
  • Contribute to broader performance improvements, enhancements, Siebel upgrade, development and debugging
  • Liaise with project team members in other ICT teams, business stakeholders, internal and external users including departmental service providers.

Role requirements/qualifications:

  • Knowledge of MQ and Siebel Open User Interface (Open UI)
  • Demonstrated ability to prioritise tasks effectively and monitor the tasks of team members to meet project milestones
  • Demonstrated ability to meet extremely tight deadlines in a dynamic environment
  • Demonstrated ability to undertake complex configuration and development using the Siebel Application
  • Familiarity and experience with ORACLE Business Intelligence Publisher
  • Demonstrated ability to provide Prototyping support
  • Advanced skills in creating complex Materialised Query Tabbles
  • Demonstrated ability to communicate effectively with Business Analysts, Testers, Project Managers and administration staff
  • Technical background and knowledge of at least one of the following:
    • Javascript
    • Siebel Tools
    • SQL preferably with Oracle or DB2.
  • Demonstrated experience in developing Siebel Task Based User Interface (TBUI)
  • Demonstrated experience in Siebel Workflows
  • Demonstrated experience in Data Conversion
  • Tertiary qualifications in Information Technology
  • Also desirable to have familiarity and experience with Oracle Policy Automation (OPA) or equivalent.

  4. Technical background and knowledge of at least one of the following:
    • Javascript
    • Siebel Tools V7 or V8
    • SQL preferably with Oracle or DB2
  5. Demonstrated experience in Data Conversion

Candidates who progress to the next stage will be invited to complete a work sample test, followed by an interview.
