Prime Contract Administrator

Bechtel has been selected by WSA Co as its Delivery Partner & Project Manager (Definition) for the Western Sydney Airport, a $5.3b greenfield facility in Badgerys Creek, NSW, due for completion at the end of 2026.

Position Summary

Provides principal support to the Project management team in the effective administration of the prime contract. Assists in establishing & implementing contracts administration procedures.


1. Identify the contract baseline, including terms & conditions, specifications, drawings, estimate, proposal, schedule & other documents incorporated in the contract

2. Develop & maintain the Contract Management Responsibilities Matrix

3. Establish & manage the Contract Requirements Action List identifying the specific contract actions & obligations

4. Prepare an analysis of the prime contract general terms & conditions to highlight areas of potential risk 

5. Establish a Project Change Order Procedure, incorporating the Pending Item Program, to provide a methodology to identify changes, quantify the additional time & compensation due to Bechtel per contract

6. Prepare change orders to the contract & negotiate such change orders

7. Work with other departments to ensure that (sub)contracts contain appropriate lowdown of prime contract terms, & assist in facilitating organisational interfaces between those performing (sub)contract formation & administration

8. Work closely with Construction, Engineering, Procurement, & Project Controls, & review project financial data to:

  • Ensure awareness of all project activities that may affect the prime contract
  • Identify opportunities for revenue enhancement, schedule relief & claim avoidance
  • Recommend appropriate actions to protect Bechtel's interest &/or improve project performance
  • Ensure compliance with prime contract terms & conditions

9. Develop a program to identify & prepare claims as they develop & direct the efforts to negotiate & resolve claims 

10. Adherence to contract insurance provisions & coordinates any requirements in this regard 

11. Work with Risk Management organization on any occurrences that may be covered by Customer or Bechtel provided Insurance

12. Coordinate handling of prime contract closeout requirements

13. Supervise personnel assigned to the project Contracts organization

14. Contribute to the development & delivery of ongoing training to address prime contract management principles, (sub) contract formation & administration & identification of claims

15. May perform similar duties on a retrospective basis while assigned to the Claims Group

Qualifications & Skills

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience
  • Min 9 yrs contracts experience in large complex construction projects including airports & infrastructure projects
  • Strong oral & written communication skills; interpersonal skills, be able to interact closely & frequently with client management while maintaining necessary levels of commercial awareness
  • Courses or experience in pricing, contract law, contract drafting, admin & negotiation of change orders, effective correspondence, planning & scheduling
  • Working knowledge of engineering/construction industry contracting practices, applicable government & commercial regulations & practices & Bechtel policies & procedures
