Product Compliance & Safety Engineer


Job Purpose: 

The Longwall Product Compliance & Safety Engineer is responsible for interpreting and adapting the process for product compliance and certification into local law and language.  This position provides a communication conduit between the local regulators, marketing, the central product support organization and the product groups to ensure market access (ability to sell) for Caterpillar products.

Required Competencies

  • Deep understanding of Local & International standards and regulations as they apply to Underground Coal Mining industry.

  • Must be experienced in Ex Component certification.

Job Responsibilities and Duties Include but not Limited to:

  • Being the Ex-authorized person of the Australian entity as defined in ISO/IEC 80079-34

  • Overall responsible for product compliance, including but not limited to:

    • Assuring that systems/equipment/components meet the requirements for use in explosive atmosphere (electrically and mechanically)

    • Ensuring Longwall product meets REACH/ROHS requirements

    • Assuring risk and functional safety assessments as well as non-electrical ignition risk assessments have been conducted

    • Coordination of activities with respect to Ex Products

    • Ensuring the conformity of products with standards and certificates

  • Provide guidance to Ex-authorized persons in Asia Pacific regions including China and India

  • Responsible for signing off certified products designed or changed and checking of design requirement lists for new or changed designs against applicable international compliance and safety requirements

  • Coordinating all IECEx, ATEX and ANZEx related activities (from application to obtaining certificates, renewal of certificates, changes to certificate etc)

  • Coordinating product certification/approvals for the EAEU and India.

  • Coordinating compliance activities of CQL and CCMC including but not limited to:

    • MA & CCC Certification

  • Coordinating product certification/approvals for MSHA

  • Perform “Intrinsically Safe” system audits/assessments and supply necessary reports

  • Check of product operating manuals for compliance and safety regulations

  • Manage database of compliance related documents from Caterpillar and third-party suppliers

  • Ensuring the accuracy of relevant information regarding Ex product given to the customer for any sales literature and installation instructions

  • Managing effective coordination of manufacturing processes related to Ex Products including externally provided products

  • Assuring that the Declaration of Conformity/Certificate of Conformity, test protocols, (technical) documents and other documents as required by the authorities are available 10 years after placing the product on the market

  • Signing Authority for all Ex-certificates

  • Budget planning

  • Keeping track of changes in standards/regulations or new standards/regulations and inform those concerned

  • Maintain to PC&S contact concerning among others different standard committees and compliance related topics.

  

Background/experience

  • Degree in general engineering with electrical and mechanical components or relevant on the job experience

  • Prior experience in a field-based position

  • Experience in Underground Coal Mining

  • High level of communication skills; written, verbal and listening skills

  • Willing to travel internationally up to 25% when boarders open

  • Capable of building relationships
