Who is the National Heavy Vehicle Regulator?

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Safety & Compliance Officer

Environment

Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.

The Operations Division ensures the continued and improved effectiveness of operational processes and transactions for
customers and service users of the NHVR. The division is accountable for operational safety and compliance functions
across NHVR.

Primary Objective

Monitor compliance with the Heavy Vehicle National Law (HVNL), of heavy vehicles, drivers, operators and other parties
in the Chain of Responsibility and deliver on-road safety and compliance services and outcomes in line with NHVR
strategy, policy and procedures.

Key Responsibilities/Accountabilities

  • Promote improved road safety outcomes through the development and application of appropriate and
consistent safety and compliance interventions.
  • Maintain a high level of customer service in a regulatory environment and engage with the heavy vehicle
industry and other key stakeholders to deliver education and guidance in relation to the HVNL and other
relevant matters.
  • Provide support to the Senior Safety and Compliance Officer (and Management), in delivering professional, best
practice heavy vehicle regulatory services.
  • Support the ongoing development of an effective and efficient Safety and Compliance Unit.
  • Carry out duties in compliance with the NHVR’s Code of Conduct and apply the organisational values by
complying with relevant policies, procedures and directives.
  • Undertake regulatory compliance activities in respect to heavy vehicle mass, dimension and loading
requirements, accreditation, vehicle roadworthiness, driver fatigue, work diary, access, driver licensing and
registration requirements.
  • Use sound judgement in applying the suite of sanctions and actions available under the HVNL including issuing
warnings, infringement notices, defect notices, directions and offence reports.
  • Educate and liaise with the general public, industry and other agencies on Regulatory Compliance matters
including providing specialist advice, information and education on various aspects of the HVNL.
  • Strong computer skills including the ability to work effectively with a wide range of general computer
applications and software and specific compliance tools and programs.
  • Attend on road vehicle collisions, often in challenging conditions and outside of working hours, to inspect heavy
vehicles and assess levels of compliance against the Heavy Vehicle National Law and state-based legislation.
  • Undertake training as required and participate in mentoring and other activities to support the professional
development of the Operations Division.
  • Identify and recommend changes to existing work practices that result in business process improvements.
  • Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
  • Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.

Skills and Capabilities

  • Ability to use specialist knowledge and skills to educate and enforce compliance with relevant heavy vehicle
road transport laws, policies and procedures through the use of high level conceptual and analytical skills.
  • Proven ability to exercise professional judgement and sound decision making.
  • Proven ability to work collaboratively in a team environment with a high level of commitment to
professionalism and ethical conduct, fostering a positive and high-performance workplace.

  • Demonstrated ability to resolve operational and technical issues which promote a safety and productivity for
heavy vehicle operations.
  • Strong verbal and written communication skills, strong interpersonal skills with the ability to deliver best
practice heavy vehicle safety and compliance activities and outcomes.
  • Demonstrated abilities in the use of the Microsoft Office suite and sound understanding in the use of mobile
technologies.

Qualifications and Experience

Highly Regarded:

  • A current driver’s license.
  • Experience in a similar role with a knowledge and understanding of HVNL and a working knowledge of the heavy
vehicle industry.
  • Strong mechanical aptitude / mechanical qualifications.
