About the team

The Department of Industry, Science, Energy and Resources is responsible for the delivery of Commonwealth Grant and Incentive Programs across Government. The delivery of these programs is undertaken as part of the Business Grants Hub - a whole-of-government shared services initiative that is streamlining Commonwealth grants administration.

The Business Grants Hub Branch is responsible for establishment and management of granting programs in partnership with other Commonwealth departments. Working closely with policy agencies to ensure successful delivery of outcomes across government, as well as driving improvements in program delivery and operations.

The Department requires multiple Program Manager (Executive Level 1) positions to work across our network in VIC, NSW, QLD and WA. The appointment of these positions are for varying lengths, depending on the individual offices’ needs. There will be a mixture of ongoing and non-ongoing roles available within the identified offices, with candidates rated as suitable (but not immediately selected) placed on a merit list for potential future employment with the department.

  • strong organisational skills including the ability to monitor progress, manage resources effectively and deliver high quality outcomes on time in the context of multiple, competing demands
  • highly developed oral and written communication skills including the ability to understand and bring clarity to the communication of complex information
  • high level relationship management skills including the ability to develop effective working relationships and networks and to manage and influence the expectations of key stakeholders

What you will do Program Managers assist in the development, delivery and management of public-facing government programs, in cooperation with multiple groups of internal and external stakeholders.

Specific duties may include:
  • lead and manage the work of a small team that may be geographically dispersed, including establishing expectations, scheduling and reviewing work, managing improvement initiatives, managing resources and exercising relevant HR and financial delegations
  • build and develop program delivery capability including people, processes and technology, ensuring adequate resourcing, training, knowledge and technology usage
  • manage the delivery of programs according to guidelines, performance standards, funding and program governance and quality framework
  • manage the preparation of systems and SOPs to guide the assessment of grant applications and other program applications
  • in co-ordination with policy partners, oversee and review the quality and consistency of eligibility and merit assessments conducted by the team and external partners
  • manage the provision of good quality information to program delegates and to program committees
  • keep senior staff informed, escalating issues and proposing solutions on the basis of good judgment and an understanding of priorities
  • manage program data in accordance with Departmental data laws, ensuring system data is current and accurate
  • manage and escalate program risk including financial, reputation and legal risk
  • engage regularly with internal and external stakeholders to keep them informed and manage expectations, ensuring that scope and service expectations are in accordance with the service schedule
  • manage procurement processes and undertake contract management activities

To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

Security Clearance

These positions require a Baseline security clearance. The successful applicants will be required to obtain and maintain a clearance at this level.
